The scaling of the design is lost when importing the DXF file. It really comes down to which program you own and personal preference for which is best for you. Silhouette Studio Basic Edition can not open SVG files, only DXF. Here is a YouTube video tutorial showing the basics

It really boils down to opening your file in the software, making sure the image is broken down into the right settings, and then saving it again as the correct format.
